Carmen currently works as an independent health policy consultant.  From 2007 to 2013, Carmen served as President of the Milbank Memorial Fund,a New York-based foundation that conductsnonpartisan research on health policy. Prior to the Fund, she served as Secretary of the North Carolina Department of Health and Human Services. She also served as the Vice President of Government Relations for Quintiles Transnational Corporation in Research Triangle Park and as the Group Vice President for Carolinas HealthCare System.  She is also an Adjunct Professor at the UNC School of Public Health.Prior to moving to North Carolina in 1995, Carmen served as a member of the Massachusetts House of Representatives for eleven years, including four years as House Chairman of the Joint Committee on Health Care. She is a graduate of Springfield College with a master’s degree in regional planning from the University of Massachusetts at Amherst.
